Germany goes high... I mean green 🌱

Hi Global Recap readers,

While writing today’s newsletter, I had a gut reaction to one of the stories. It was like a game of ping-pong in my head:

  1. I had a one-sided reaction,

  2. then it turned multi-faceted as I volleyed between differing viewpoints,

  3. and finally, it landed back on one side again.

🤯 NATO official Stian Jenssen’s comments on Tuesday about Ukraine possibly ceding land for NATO membership caused outrage around Kyiv. Jenssen said today that his comments were a “mistake.” Ukrainian presidential advisor Mykhailo Podolyak called the concept “ridiculous” and said it would be “deliberately choosing the defeat of democracy.”

🇺🇸 US Republican presidential candidate Vivek Ramaswamy says he will make it clear to Xi Jinping that the US is committed to protecting Taiwan from China only until the US secures semiconductor independence.

Ramaswamy claims, by doing this, China will not be hostile to Taiwan at least until the US is free from being reliant on Taiwan.

Germany’s Going Green

🌱 Germany’s going green. A draft bill that would legalize the use and growth of cannabis for recreational purposes has been presented to lawmakers for consideration. The bill has been approved by the German Cabinet and was unveiled by Health Minister Karl Lauterbach. But, as with any topic, there are many voices opposing these “high hopes.”

🤔 But first, why? The aim of the bill is to curb the black market, drug-related criminality, and the trade with adulterated or toxic substances.

"The protection of children and teenagers is a central element of the entire legislative project,"

from a joint statement of the Health Ministry and the Agriculture Ministry.

Agriculture Minister Cem Özdemir called the draft legislation “a significant step toward a progressive, reality-based drugs policy.”

📜 What’s in the bill? The draft law would make it legal for people over 18 to possess up to 25 grams (0.9 ounces) of cannabis and to cultivate up to three plants for personal use. It also stipulates that the drug can be made available through so-called “cannabis clubs.” However, under the law, no cannabis products would be allowed to be used in the clubs themselves or within a 250-meter (820-foot) radius.

👎 Opposition to the bill. Several lawmakers have expressed their opposition to the law. Among them is the interior minister of the city-state of Hamburg, Andy Grote, who belongs to the Social Democrats (SPD), the party of Chancellor Olaf Scholz. His main question is whether the legalization of recreational cannabis use would lead to a reduction in black market trading as is often claimed by the law’s advocates.

🗓️ What’s next? The bill is to be debated by the lower house of parliament after the summer recess and will likely undergo a number of changes in the process. The upper house of parliament will also discuss the bill, although its approval is not required for the law to be passed.
