🇫🇷 FRANCE
Boosting Nuclear Arsenal,
Keeping Numbers Secret
TLDR: Macron says France is adding more nukes and tightening nuclear cooperation with eight European allies, but the launch call stays strictly French. He also floated parking nuclear-capable Rafale jets in partner countries.

Setting. Speaking Monday at the Île Longue nuclear submarine base in Brittany, Macron said France will increase its nuclear arsenal for the first time in decades.
He said France will not disclose how many warheads it has, or how many it plans to add.
Numbers. France’s stockpile is estimated at about 290 warheads and hasn’t increased since at least 1992. Macron framed the buildup as maintaining deterrence, insisting it’s "not an arms race."
Europe. He also said France could deploy nuclear-capable Rafale jets to partner countries such as Germany and Poland under what he called "advance deterrence."
He said talks have started with the UK, Germany, Poland, the Netherlands, Belgium, Greece, Sweden, and Denmark.
Control. Macron said there will be no shared decision-making on the use of France’s nuclear weapons, with the "ultimate decision" staying with the French president.
He also said allies could take part conventionally in some French nuclear activities, and France and Germany said they’ve set up a "high-ranking nuclear steering group" with steps like German conventional participation in French nuclear exercises.
Poland’s PM Donald Tusk said he’s in talks with Paris and other allies on the proposal.
Sweden’s PM Kristersson confirmed Sweden wants in on the discussions.
📌 Context. France is the EU’s only nuclear-armed country, and its doctrine keeps the use decision in the president’s hands. Macron is trying to make French deterrence feel more relevant to Europe as leaders worry the US could be a less reliable security backstop.

Strikes. The war began Saturday and has so far been an air campaign, with missiles and bombs hitting hundreds of targets in Iran, including missile sites, naval assets, and command-and-control locations.

🇺🇦 UKRAINE
EU Talks Prep

President of the European Commission Ursula von der Leyen (left) shaking hands with Ukrainian President Volodymyr Zelensky, after a joint press conference after talks in Kyiv on February 2, 2023
TLDR: Ukrainian President Zelenskyy says Ukraine will finish the technical work within days to start EU accession talks, and he wants a clear deadline for when Ukraine actually joins. He says Ukraine could be technically ready by next year, but the real question is whether EU leaders will sign off.
Details
Timing. On March 2, Zelenskyy said Ukraine is days away from completing the prep needed to open negotiations on all topics in the EU accession process.
Holdout. The big roadblock is Hungary, which has been blocking the unanimous approval required to formally open each of the six accession clusters.
Hungarian PM Orban has also derailed the latest EU aid package to Ukraine, worth €90 billion over this year and next.
He also accuses Ukraine of stopping Russian oil supplies to Hungary via the Druzhba pipeline, which Ukraine says was damaged by a Russian drone attack.
Pressure. Zelenskyy is pushing EU partners to pick a firm entry date, arguing it would be a security guarantee for Ukraine as Kyiv negotiates with Moscow to end the war.
📌 Context. Ukraine became an EU candidate soon after Russia's full-scale invasion in February 2022, but joining requires years of reforms plus unanimous political approval from all member states.
