Hi Global Recap readers,
I recently saw a clip of US Treasury Secretary Janet Yellen being asked about her level of concern regarding the USD’s status as the world’s reserve currency.
When she was asked the question, the US Department of the Treasury sign fell off.
Could it be a divine sign?
I think it’s fitting, especially considering that many people are becoming increasingly concerned about the steady rise in bond yields, despite the Federal Reserve lowering rates by 50 basis points.
🇰🇷 SOUTH KOREA
US, South Korea Discuss North Korean Troops

Top officials from the US and South Korea are scheduled to meet in Washington this Thursday to discuss North Korea’s deployment of approximately 10,000 troops to Russia.
Given that South Korea recently expressed its willingness to send troops to Ukraine, this situation appears quite suspicious, in my opinion…
The Meeting
US Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin will co-host the meeting.
South Korean Minister of Foreign Affairs Cho Tae-yul and Minister of Defense Kim Yong-hyun will attend.
China’s Concerns
It’s important to note that North Korea has a communist neighbor: China. They may not be pleased about Russia’s influence over North Korea.
Some analysts suggest that China could respond by restricting exports to North Korea.
Additionally, Beijing might limit exports of petroleum coke, a material used in munitions production, complicating the relationships among Russia, China, and North Korea.
Multilateral Sanctions Monitoring Team
This meeting follows the establishment of a new sanctions monitoring team, announced on October 16th.
The team includes the US, South Korea, Japan, and other allies.
Its goal is to better coordinate the enforcement of sanctions against North Korea.
Potential Military Implications
North Korea’s troop deployment to Russia could have significant military implications.
Analysts suggest that North Korea may test its ballistic missiles and munitions in Russia.
This deployment could provide North Korea with valuable military experience.

CIA Floats Gaza Ceasefire Deal

CIA Director Bill Burns
CIA Director Bill Burns proposed a 28-day ceasefire in Gaza, coupled with a hostage exchange, during a meeting with Israeli and Qatari officials in Doha.
But how likely is this “ceasefire?”
The Proposal
Here are the main bones of the deal.
Hamas would release around 8 hostages.
Israel would release dozens of Palestinian prisoners.
So… release criminals in exchange for the innocent hostages that the terrorists snatched?
The Meeting
Burns met with Israeli and Qatari officials in Doha.
The meeting included Qatari Prime Minister Mohammed bin Abdulrahman al-Thani and Mossad Director David Barnea.
They discussed ways to build on Egypt's earlier proposal for a 12-day ceasefire.
The Challenges
Remember when we last reported on Sinwar instructing his fellow terrorists not to accept any ceasefire deals?
He believed that more time would lead to increased US pressure on Israel to concede to Hamas’ demands due to concerns for “humanitarian” issues. Needless to say, both sides have conflicting demands.
Here’s where each side stands as of now:
Israeli Prime Minister Netanyahu wants a temporary pause, not an end to the war.
Hamas demands an Israeli withdrawal from Gaza and an end to the war.
Next Steps
Mediators will meet with Hamas officials to discuss the plan.
Qatari and Egyptian mediators are expected to meet with Hamas in the coming days.
Burns will travel to Cairo to discuss the issue with Egypt's new intelligence chief.

Pro-Putin Party Wins Election

Georgia's recent parliamentary elections have sparked controversy, with the pro-Putin Georgian Dream party claiming victory. The results have led to calls for protests from the country's pro-Western president, Salome Zourabichvili, who alleges the election was rigged with Russian help.
With such distrust in the electoral system around the world, are we seeing the dwindling final breaths of democracy?

🇧🇴 BOLIVIA
Morales Accuses Gov't of “Staged” Attack
CLAIM: Bolivia’s former president Evo Morales claims that the government tried to assassinate him.
However: the country’s interior minister says Morales staged the incident.
Online: Many on X seem to think Morales is full of it.
Who’s right?
The Alleged Attack
Morales says his car was "riddled with bullets" by assailants while he was traveling to a radio station.
Morales claims his driver was wounded, but he was unharmed.
The radio station released footage showing bullet holes in the windshield and the driver with blood on his head.
The Government's Response
However, the interior minister, Eduardo del Castillo, has a different story.
Del Castillo says the car failed to stop at a police checkpoint, and shots were fired when the driver accelerated.
He claims an officer was run over but survived, and police then chased and fired on Morales' car.
Del Castillo accuses Morales of "staging" the incident and says he will have to "answer for the crime of attempted murder."
Morales' Standoff with the President
This incident is part of an ongoing standoff between Morales and his former ally, current President Luís Arce.
Morales has been engaged in a "weeks-long standoff" with Arce, his former protégé.
